A business plan would certainly make you stand out from your competitors/peers. You can probably find a sample business plan on the internet. A better source though is to go to your local library or business school. It doesn't have to be anything complicated: 5-10 pages should suffice. Suggested topical areas to be included may be: your proposed approach to finding the properties (research methods, etc), what experience, if any, you have in this area, what your objectives are, how you expect to get paid, what areas of town you plan on focusing on, the typical properties that you will target, the expected profit (% or numerical amount) for your would be investor/customers, and a biography of yourself.
