do I have to have home inspection done , if I want to buy / make an offer to purchase on a AS IS property?
If you are truly serious about acquiring the property, do a home inspection.
but is it required?

Escrow Co? No
State Department of Real Estate? No
Buyer? NO

Thanks for your reply. All are options considered. We typically run with hard money because of the volume of deals we do. Banks slow down the momentum. On a different issue, do you participate in a local investor group? I have a partner in Austin, looking for a place to hang out.
