Where To Buy LOCAL IRS Tax Leins?
In 1997, my business partner bought a property by buying the IRS tax lien - and made a killing on the property.
In 2004, we cant find out where these items are posted.
Does anyone know where to find LOCAL IRS tax liens?

What you say does not sound right to me.
I have never heard of the IRS selling a tax lien.
The closest to what you say that makes sense to me are:
1--Your partner bought a local county or other local government entity property tax lien.
2--You partner bought a property at an IRS lien auction or at a government-owned property auction through the IRS. If the former, the property was not redeemed within the six months allowed for that, or it was the latter, where there is no redemption period. Your partner received a commissions deed for the property.
Anyway, if you are after IRS property sales, do a google search on the internet. There is a website maintained by the US Treasury about upcoming IRS auctions across the country. This may not be all such auctions. You might also try to contact the nearest collection office of the IRS and ask them about finding out about IRS auctions. Last time I was up at the IRS office here in Oakland, CA, they had a bulletin board where they listed local sales.
If your partner bought at a local government tax sale, contact the county tax collector/treasurer and ask about sales.
