Wachovia and Bank of America are big there, you should try them. Also the Farmers national bank used to be pretty good for resources when I lived in Columbia MD 5 years ago. You can also check with some of the realtors there that have foreclosures listed and see what bank they came from to get some more resources.
I've looked in the paper, legal notices section and found these but my problem with it is that they are so hard to read. It just doesn't make sense to me, there's a lot of legal jargon and I'm never quite sure what all of it means once I read it. Is there something I can do to help me with understanding that?

You could always go to the court house, it's all public information.
Look for Notice of Defaults, Order of NOtice, or Lis Pendens depending on your area.
