Want To Get That First Property

I'm having a difficult time finding a property in my area where the cash flow is there. High vacancy rates, low rents. I've been reading and I know I need to target the pre-foreclosures and "absentee" owners. My question is how do I do that? Do I simply go to the county court house and start digging (which is fine with me)? Maybe I need to put the word out in my area for some birddog help? confused
