Does anyone have any recommendations on how to approach the owner of a vacant property when the house is not for sale. I have noticed two in my area. From the outside, 1 appears to need some rehab, the other looks okay.

Just ask, or you could check with the county assessor's website and see what the taxes are and maybe use the fact that he's paying taxes on something that he's not using, maybe approach as a lease option, you put in a tenant, they make some monthly money, you make some money and depending what the terms of the agreement they get a big payday when they are more motivated to sell.

I check the tax records on the MLS and see who what and where is the owner.
I also ask the neighbors when was it last lived in. With this information I arrive at an estimate of what is its present market value. I then if possible contact in writing or direct the owner and offer to buy the property. If it is in foreclosure I offer to again buy the property or sell it on their behalf, or refinance it on their behalf. Or make a bridge loan on it while they work out their problems. Whatever that is what I do.
