Suggest you pursue those R-1 lots that have been recently involved with a fire that removed the house. Most FEEMA checks will be for the house and on occasion the goodies inside. Inasmuch as dirt does not burn the lot is still useable.
I would offer small sums, cause the area looks like a Korean Battleground. I would also ask for little if any down. Defer interest and payments until the new house is erected and a Certificate of Occupancy obtained. I would also ask for Subordination, That way the new first for construction just slips on.
I would suggest you contact that arch villain Lucius and flip the lots to him, or if you like he will arrange to have them built on with nice new fireproof steel houses made from shipping containers. You can then sell them and get rich er richer.
