In VA it's the Circuit Court.

In California, information you are inquiring about are kept in County Recorder's Office. Check your state official web site and I am sure you'll find it there using search field function on the index page of that site.

In Pgh,Pa a list of all properties that are going up for foreclose sales are listed in the paper. Try calling a major paper in the area you are interested in and see if they do that. The are not foreclosed yet so you could get a hold of the bank if that is the route you choose.
