To The Novice Eye...
I'm looking at a 1000 sq. foot property. To the novice eye it looks like hell. Boarded up windows, no pain, zero landscaping, etc... I haven't had a chance to get inside yet, but roughly how far can $20,000 in repairs take you? Any idea what modest average repairs would go for on a 1000 sp. foot home? Opinions would be great...

Well, that eliminates the need to ask, "How much money do you have?"
That is all some contractors need to price the job.
$20,000 can go a long way, or not too far.
Are you doing the work? Or hiring it out?Or a combination of the two?
Your response will dramatically impact the usefulness of any information you will receive here. Materials, dump fees, permits, etc. are anywhere from 10% to 75% of the cost of a job. You can earn the difference in sweat equity, with appropriate skills.

I actually have all of about nothing to do the repairs. My exit strategy is to wholesale the home so I'm trying to look at the deal from a retailers point of view. I want to factor in repair, holding and closing costs into the offer I'll make...
