Hello,

I have come across a hurdle that is a bit foreign to me. I am considering putting an offer on a piece of land. There is no doubt that this parcel has value, however; there is another parcel adjacent to the aboved mentioned parcel that would make the deal even sweater. Unfortunately, the gentlemen who owns the second mentioned parcel is a proverbial "ghost." No one including me are able to locate him. Furthermore, he is 2 years behind with his tax payments. I live in North Carolina. I say this is out of my realm, because I don't have a firm grasp on the different possible "plays." In other words, I am hoping for some advice as to what the best angles are to take for the purpose of purchasing the second parcel.
Any info would be much appreciated.
