Tax Lien Question

Today a Notice of Expiration of Period of Redemption was posted in the paper, along with a list of several mobile homes owners who are delinquent on their 2002 taxes. They have until August 5th to pay up or lose their place.

I wrote these people a letter introducing myself as a real estate investor (to be sent out tomorrow) asking them to contact me to see if we can "help them keep their house".

My question is this:

What are the various ways to take possession of their mobile home and then sell it back to them or let them rent it from me? How can I make it legal to own the MH?
I know that I will need to pay all accrued liens to clear title. What else do I need to do?

I want to sound knowledgable when people call me. Help please....

    These are mobile homes that the owners have not paid their taxes on and will lose them if they do not pay up by Aug 5th. These people are already in the final stages of foreclosure.

    How do I get the owners to let me take ownership for paying their taxes/liens? I would like to rent the mobile back to them. Perhaps with a rent to own or a owner contract.

    Also, what is the going percentage rate for carrying a contract?
