Tax Lien Investment In Portland, Orgeon ?

I am new to tax lien investment. Actually want to if this type investment available in Portland, Oregon area??

    How about the Washington State?
    What is the difference between the deed state and lien state??

    Washington State is also a deed state.

    The difference between a tax lien state and a tax deed state is as follows.
    In a tax lien state, you purchase a lien against the property (essentially a loan), which after a certain period of time (the redemption period), you then initiate action to take the property (or, in some states, force a sale at auction to recover your investment but you may end up with the property).
    In a tax deed state, you actually purchase the property free of liens (except government liens, but in New Mexico you take the property subject to all liens). However, in some states the prior owner has a period of time to redeem the property (Texas, my home state, is such a state).

    According to Loftis book, in both Oregon and Washington State there is no redemption period. Thus, if you purchase the property at tax sale it is yours period.
