Tax Deed & Tax Lien Certs. The Title Search And Check.

OK reading through this forum I'm developing question and this one is yet to be answered well I think? OK Everyone is saying BEWARE!!!! do a title or was it a deed search first before you bid on a property. Because of bad things that might be attached to them. One thread I read said maybe Utilitiy bills might be still attached? ok I'm confused heres my question What bad things am I looking for and how do these bad things get attached to the records at the court house. How do they know?
