Despite what might be pitched elsewhere, this isn't a cookie cutter technique. Each scenario has to be evaluated with respect to the particulars of that unique situation.
I would certainly ascertain the subject's as-is FMV. Once you have determined that value, and can defend it against scrutiny... you are ready to make your offer.
The lower their perception of value... the more reasonable your request will seem.
Reasonable requests are afforded more consideration than outrageous, lowball, and unrealistic offers.
