Sheriff's Auction In PA

I am looking at a Sherriff's auction for a property debt of $272,088 that I would like to flip. The house is five years old, in great shape, and in a nice neighborhood where properties move in 30-60 days. Most properties in the neighborhood are selling at $350K and higher.

Can someone guide me as to what steps I should follow? I plan on researching any current liens on the property. Is it possible to inspect/appraise the property before the auction? Also, any hard money lender suggestions would be helpful - I can put some money down but would like to see how close to 100% financing I can get since I think that I can flip the property in a month or two.
