Sec.8 entitlement goes with the tenant, not with the property, but if a Sec.8 tenant does want the rental, then the local Sec.8 housing office will check out the property to make sure it's in compliance with FHA/HUD standards.
I"ve accepted Sec.8 tenants and generally had pretty good success with them. The rental rates vary widely across the country, county by county, and I've often found they're good enough to make me want to rent to Sec.8 tenant
Usually not the top or the rental market, or the bottom, but a comfortable enough figure to make it attractive to the landlord..
