Roof Repair Revisited

I wanted to ask the roof pros out there what is best for a flat roof.
I have a unit that has a flat roof on it and have been having problems with water leakage. We have already put Cool Seal over the whole entire roof, and that got rid of it for a while. But I know in a couple more years I am going to have the same problem as before.
How much would putting an A frame cost?? The house is about 600 sq feet. The house isn't worth more than 30k so I don't want to do to much to it.
I don't buy flat roofs unless I can roof over ( with pull down stairs for storage). Ive done that only twice.
It will appraise higher than flat.
The last one I did was 1K foot house. I kept it square with created an overhang fo the jog in the front entrance. The town let me slide on cutting the roof back for the rafter tie down. As the homeowner I had the sills laged down every 24" a also went 24" o/c , do use 2x10 rafters That structure cost around $6500 shingled.
