Where I live, all that information is available via the Clerk of Court's office online - you just have to know the address of the property, and you can locate just about any information at all about the owners.

I have found some areas using Google searches that publish lists of properties that have liens and are listed to go to sale. Some areas publish a post-mortem after the sale indicating which ones were actually sold. Not surprisingly most of these are unimproved lots.

I haven't purchased any of the products from taxsalelists . com but I've read through other posts they are a good source.
