Does anybody know how to find a company that could take the county property records and and give me all non-owner ocupied housing within a certain set of zip codes??

You can talk to your local property appraiser and see if you can get this data in a usable format. THey cannot charge you for the data but they can charge you the time it takes to process it, typically a very small charge.
