In my town they stand on the street next to the rental yard where contractors rent coinstruction equipment - hopeing to be picked up by someone renting equipment. Parked a block away is a police car to ticket you if you "block traffic" by pulling up to the curb to talk to them. So park legally, get out, and talk to them.
You may check with your local "work force services". In my city if you show up at 7am there will be a line of a hundred or so people with various skills.
I would deal with a handy man or contractor ... on a deal by deal basis.... until you know they do quality work....
as realtors or investors in the area for referrences...
You could also visit some new construction sites and you would be able to see the kind of work they do first hand.

When you see a house being rehabbed by another , stop and ask the fellows if they do work on the side, etc.
You may get some referrals of workers from fellow investors at your local real extate investors club.
Unless you want to be a foreman, I would hesitate going to the local job pool.

I like to look in the newspaper under handymen.
These people are usually hungry enough that they will place an ad and typically know what they are doing.
They also charge about 1/2 of the other guys.
