Can I contract w/realtor to buy a rehab at 35% of ARV.How many days should I allow before the closing date 28 or 45?

Why would you want to wait? If you wait until Feb what are you going to do until then?
If you have it done by Feb you could start on a new one.
I never wait. I am always working on my next project and have several in the wings.
If you wait and someone is looking for what you have in Feb you will not have it ready. Get to work.
This is a personal planning issue. If you finish in the winter you might have to hold it a couple of extra months until spring but if you already purchased the project then you are holding it anyway.

just a thought from my feeble mind, what if you wait and run into unexpected problems ( they always happen) , and you end up delayed on your finish time.
