Rehab Property In Cali - Associated Persons On A Title?? - Help

Found a rehab property in Oakland - the seller is willing to sell for 70K. Similar properties in the area sell for 200K to 230K.

The seller is motivated but there is a legal problem. She does not have legal title to the deed she is only an "associated" person. Her brother has clear title to the place. He died 6 years ago with no will, no children. She is the only next of kin.

Does anyone know how to expedite the process of her gaining title in the state of California? How long does this sort of thing take? I want to help her as much as possible. She is 80 years old and doesn’t really know what to do and would like to avoid lawyers as much as possible.
