Lease option is a lease and a purchase option. Purchase option is the second document.
You lease a property for a set period of time (1 Document called a rental agreement or lease). 2nd document is a purchase option agreement which spells out the purchase details if the tenant excersises the option to purchase and the obligations if they don't excersise said option.
Lease Option - short for Lease with the option to buy.
Purchase Option - I would take this to mean the option to purchase the property. This doesn't mean you're going to lease the place out, just that you have an option to buy.
I would basically agree with rjs9352. You can have a situation where property owner sells someone an option to purchase the property and there is no leasing of the property. It's not uncommon in land deals for buyer (optionee) to secure an option on the land, preventing the owner from selling it to anyone else until the option period has expired. In that situation, the optionee is not leasing the property, just getting an option to buy it.
