    I am not familiar with this concept. In CA, when the CC&Rs are changed everyone is affected.

    What is a CC&R?

    For the past several years the association has been run by older gentleman and have done a great job doing so.

    I am considering volunteering, however want to have a game plan ready.

    Covenants, conditions and restrictions. These are the terms that anyone buying a home must abide by and often include dues. Unless you can get the majority of the homeowners to vote in a HOA I think you have a tough challenge ahead of you.[ Edited by finniganps on Date 05/03/2012 ]

    So how many people does it take to create a HOA? You said majority.. We have about 60% people who are paying their dues now.

    Can an HOA be created after the fact?

    One of the last tasks I was involved with was restating the CC&Rs, to consolidate ~5 versions that had legal issues (was 55+ someone sued and made it all ages), % required to make a change (was 2/3 changed to 51%), limits number of non-OO units such as to not loose Fannie/FHA approval.

    Back to your original question, if I understood, offer 2 options (if legal) 600 rent and tenant pays HOA, or 700, and they are included.

    There might be tax perks to do it one way or the other or perks from HUD or other affordable programs that will pay the LL for "utilities".

    Well, I doubt that I would be able to get the majority of homeowners to put in HomeOwners Association.

    Thus I need creative ideas on how to make the "Residents Association" a worthwhile cause to donate in the residents eyes.

    Only thing I can think of is adding value by using methods like a PTA or something for fund raising. Community-Wide Yard Sale, Fund Drives, etc. etc.

    One stop shopping. Pay 1 check your HOA and it covers X-bills.

    negotiated discount w/ 1 gardner doing 120 properties
    bulk utility discount

    etc.
    Who tracks delinquencies w/o an HOA?

    The only deliquncies the associantion is concerned about is their own dues.

    I can say I have thought of a value form of services you were mentioning.
