Can a promissory note be used to put a lien on someone's house?

    Not by itself in most states. A note is an obligation of a person. That obligation attaches to that person and their assets generally but not to any particular asset (property). If the note were not paid you would sue for collection. The result of that suit would be a judgement and the judgement could be filed as a lien against any property the person owned.
