Pre-forclosure Assignments In Ca

I need some help from some of you Californians. Ca civil code 1695 Lists several requirements of how a contract is to be written as well as including a right of recission contract to the seller.
1695.17 makes it sound like if iam going to assign contracts to an investor then i must have a Ca real estate sales license and be bonded for at least double the fair market value of the home.

How do i stay within the parameters of the law when assigning contracts in pre-forclosure in California?
