Our experience is to make the pet deposit refundable, but to make it large enough to help offset any damage done to the unit. If you make to non-refundable, the tenant has no incentive to minimize the damage done by Fido.
My pet deposits are non-refundable always. The thought behind it is that no matter how well behaved, or well taken care of an animal is, there will always be excessive wear and tear associated with that animal being there.
Thanks for the reply. The first of the month always brings this out in me. Here is another idea stolen from the all the other bill companys. Get them to let you take the payment out of their account. This may require some more thought......Employers are taking money out all the time. 401ks child support etc.... Any way open to all ideas....

Here we do a refundable pet deposit but include a mandatory fumagation fee.

checked it out - non refundable pet deposits are legal in N.C - thanks for pointing it out though. I would not want to be doing anything illegal.
