You do things in logical order, usually the preference is what won't get wrecked by doing something else. - You put in flooring last- makes sense right?
If you are gutting a kitche, paint the walls before you put up the cabinets - alot easier to slap paint on a blank wall then cut around everything right?
If you are going to have to tear open a wall, I would not paint it first, why do it twice?
Your question is too vague..........in rehabbing it really depends on the needs of the project itself.
Just as there is not general rule of thumb on how much a rehab will cost to fix, there is not set order.
