Unfortuantely, a much greater level of detail would be needed to determine what the costs would be, project feasibility, etc. If you are surrounded by single family homes it may be a bit odd to have a condo building in the middle of it. My first step would be to go talk to the planning and zoning staff for your county/city and ask them to confirm the existing zoning and to confirm the long term land use plan for your property. if it is slated on the long term plan for high density condos, you may be in good shape, but make sure the zoning is practical prior to offering anything to your neighbor.
Come back with that info and then we can go to the next step.
