I am also from NJ and interested in getting involved in buying foreclosures. Very green but would like to know how you do - my focus is up in NW NJ. The attached website may save you sometime from looking through newspapers. You can search the listings by county for free!

I would be surprised if they refunded your money unless that was stipulated up front. If your winning bid was assignable, you might be able to give it to someone else (and maybe get an assignemnt or birddog fee), or you could try to find a partner with $ in an equity sharing arrangement.
Generally they will keep your depopsit.
Might I suggest a posting here on TCI to bail you out.
Someone may have a keen interest in your deal.
Which is the operative idea...you can sell the contract!
Most auctions (at least municipl "Deed" auctions) allow you to flip the contract for a small "transfer fee".
I am familiar with one gentleman who almost makes his living this way ...flipping auction contracts.
