1500-2000 should do the trick, I get mine painted for 1500 in a two tone..
It will be anywhere from 1750 to 2500 materials included.

I paid a crew of two $900 to paint a 1300 sf house. I supplied the paint. It would have been just $800 but they had to use 3 coats to go over some dark colors so I gave them a little extra.
I would pay about $1400 for a 1400 square foot house. It is a professional company that gets it done in about 2 days, they do not drip paint on the floor, they paint all the trim and doors and patch, they do not paint door knobs, light switches, door henges. I use them because I am too busy. If you have time to find kids, buy the paint, supervise, etc - then you would have time to paint it yourself. I call my guy, it is done, I send him a check.
If you try to pay someone who does not know how to pain, you will have an awful paint job. But depending on the rehab project, that might be acceptable.
I frequently use the "Latin connection" they are good, fast and cheap. I pay a little more though on most of my rehabs because I use3 and 4 tone paint jobs.

Of course, much more info is needed. Obviously a house this big is probably 2 story, which makes things difficult without opening walls. Prices for contractors vary greatly in different parts of the country, but rehabbing the entire electrical system will almost definitely not have a good ROI as changing the electrical service alone would. Again, some code laws in different areas may require you to do the rewire if you are upgrading the service, while other areas dont even have code enforcement.
My advice would be to get a contactor to visit the property with you and give you a couple different ideas of how extensive to make your rehab.

Steve....thank you very much for your reply. Walls? There are no walls....the house was gutted and the man owning the home had a stroke so I trying to pick up where he left off. Thanks again for your help!
What does redone mean exactly?
Redone.....meaning replaced, upgraded.
If your using class A contractor it might cost you 10K,which should include pulling permits,material rough-in(running wires in the walls,etc)trim out(putting outlets,switches, fixtures)Now if your using a guy who is an carded electrician, you should be able to negotiate where you pull yoyr own permits,buy the material @cost &just pay for his labor and always try to get an good hourly rate or a good flat rate or if all else fails break done your projects service up grade (fuse box to breaker box)usuallu about @2K,then do the rest of the project.
No fire, home was gutted along with much of the wiring. There are no walls so Im hoping to save costs there by wiring prior to finishing the walls. Thanks all for the info, Ill keep you posted!

As an electrical contractor talking with a customer looking for my best guess, (not seeing the property) would use a very broad sq ft cost approach between $2.25 and $3.25 depending on fixtures you choose.
3100 sq ft home $7 to $10K is pretty realistic.
