Need Help With Heating Thermostat For Sect 8

hi!
i want to pay my sect 8 tenant's heat, but am afraid that they will keep it at 80 degrees all winter. does anyone know of a programmable thermostat that has a password code so that only i could change the temperature?

    Forget about the room thermostat.
    Simply install a limiter thermostat
    in series with the room thermostat.
    Thus the tenant can set the thermostat anywhere they want but the room
    (or Duct ) temperature cannot go above the preset value. Accustat makes one among others any a/c man can get one .

    All of my houses have a timed thermometer. It goes up and down at the same time every day. I have all section eight tenants and never had a problem. If the tenants touch it it will go down to 60 degrees. They stopped doing that when nobody would come in the middle of the night

    I know it was purchased at Home Depot. But my Property Management Company handles all service calls, I just say ok or no

    I've mentioned this before, but in the area where I live in no landlord pays for utilities that I am aware of. I have heard of some people that I don't know personally who did, and they ended up selling their properties. Why do landlords choose to do this? Even if you have a central system for several units, it seems like it would pay to insulate the building, put storms on, and and then go with wall mounted gas or electric space heaters. I only have houses other than one duplex so I don't have to concern myself much with this problem. I like to eliminate all expenses and nuisances possible.
