Need Help! Bubbles In Wall Paint

I am rehabbing a house. The living room wall has bubbles under the paint....The bubbles appear in a swath of 12" width across the face of the wall......How can I get rid of these bubbles? I would appreciate any experience you would like to share!

    Scrape em off with a paint scraper, spackle and paint.

    My experience with that indicated that I had a high moisture problem. I brought in a dehumidifier and the problem went away.

    could be a couple of this. First it would be caused by a lot of moisture. Second it could be caused by an oil based paint painted over a latex based paint. That cant be done. Although you can paint latex over oil. I would just scrape it off prime and repaint the wall as well as a dehumidifier just like the others said.
