Need An Investor / Finacing 100%... Cash Cow
I have a proposal that would allow for approx 3100 sq. ft of residential space and 11000 sq ft of retail space and parking for up to 89 cars. The site is zoned for mixed use applications. I only need to settle on the preferred site plan and submit it to the city. Cost of land is 1.4 mill. cost to develop site work for vertical is 2,061,436. mill. The site is in an excellent location and will produce great returns.

$310 per square foot in development costs? it better be one hot neighborhood.
What is not clear to me is what you ultimately need in terms of cash, what you are offering, and what skin you have in the deal.
What would the ROI for such an investment be?

I need an investment of a min of 200k and I can guarantee a 15 to 20 % return in one year

With an executive summary/loan proposal I can help you figure out what your options are. You may be able to partner with a lender and equity share until the project is complete and you sell/refi.
