money judgment lien/ title clout

had owner deed property over to me and wants nothing else to do with property or get involved withanything else. i successfully negotiated a short sale on the 1st mortgage. the only thing there was a child support money judgement for $3052 which was satisfied but the $10.00 administrative fee to child support services was not paid . i contacted them and the process for getting a satisfaction of judgement would require to pay the $10.00 fee and then they would send the satisfaction of judgement to be signed by his ex-wife. This document has to get notorized and get recorded at our county center in order for the lien to be discharged. If she doesnt sign off on it the husband would have to petition family court to have the money judgment satisfied by judges signature.. My question is should i not pay the lien and wait until i sell the property and pay the lien at closing, thus the title company would be responsible for clearing the lien. and will a title company do this ? i am not sure if its the same as satisfiying a mortgage at closing with a payoff letter...does it make a difference because it is a child support judgment and the intricacies involved in receiving the satisfaction recording instrument ?
