Funding for Mobile Home park or Apartments

I recently obtained a 5 acre parcell of land that is currently zoned for trailor park use, which is what used to be in operation. The property is located within the city limits of Little Rock Ark., which does not allow for new trailor parks within the city, this property is grandfathered in though (which I've been told makes it more valuable because they are not available anymore)I may possibly be able to get it rezoned for apartments, townhomes, etc... I would like funding or a partner. I have very little cash, and really don't care for credit, to work with so a cash partner is best. Anyone interested?
Hmmm, This sounds interesting but more info on my part is needed.
How many lots does it have? You say it was once in operation that way...well so as not to assume might I ask.
Is it on City Water and Sewage?
Are the power poles still there?
Is it developed as in streets or gravel roads or what exactly?
As far as a Partner if these things above do not exist then you are probably looking for a cash partner that can develop it how ever if they do exist already are you looking for a partenr that can supply the units?
Forinstance, I might be interested in partnering with you on this level.

I have a contract on a Park in Oklahoma and in a few weeks I am going out to inspect it, I will be coming right through Little Rock so it would be no problem to stop by and inspect this one too.
However the info above would determine if I would be interested. As if its only a few units it may not be worth the effort for a small return.
