If the mobile home and lot are owned by the same person then the mobile home is attached to the land. The same as a stick built house. In Alabama I can get improved lots for mobile homes for approx. $20,000.00.
What Michael said can be true, but maybe needs clarification. It is attached only if it is truly attached, ie wheels and axles gone, affixed to a concrete foundation, or basement etc...
In answer to your question about land or MH, you need to check with the local auditor of the county in which the residence is in.
For an idea of lot and/or MH value, talk with a local agent. land here is about 2k per acre raw, with a well being anywhere from $1,000.00 to the sky, septic about $3500.00 and a driveway, $100.00-$1,500 graveled or more if blacktop or concrete. As far as the MH goes you need to see whether attached or freestanding, and year, size and condition.
