The purchase & sales agreement should clearly set forth just who is paying for any old liens...or you're inviting a fight and possible impasse on your deal.
The one thing you can bank on is that both sides will claim anything NOT clearly stated is in their favor!
This is one of the reasons I strongly encourage newbies to have a pro (experienced RE Agent, normally) do this for you, for some pre-agreed compensation.
