For out of state owners, try the assesors office. Ask them for a list of owners that recieve their tax bills to an out of town address. There may be a small fee.

you will need to place them only were traffic is slow, not just any stop light but one were traffic is always backed up, eg. school zones. you get them in the morning and in the evening. check with your city 1st before you get a big fine.

When we do use the signs they go up on friday and are back down again monday morning..
This works well even when against ordinances.
