LTO's & Local Renting Regulations

How does the typical Lease Option/Lease to Own deal handle local renting regulations? Do you "fly below radar", or have a more proactive way to deal with city inspectors who don't understand creative investing?

Context:
I have a house with a ton of required fixes before it can rent again, thus [probably] blowing away by LTO plans. (See by other posting - still could use advice!)

    It should be obvious from my post that I'm a newbie, and don't have tons of equity in this deal to be eatten up by union contractors & permits.

    I'd still like to know how you handle local renting regulations & city mandated repairs.
