Your dishwasher is at or near the end of its economic life cycle. Anything more complicated than replacing a water supply or drain line, will be too expensive to repair.
In my rentals, I buy a dishwasher from the inexpensive Sears Kenmore models on sale. I generally get a good seven years use before they need replacement.
Regarding "...the house will be in my name..." I would be careful. If you have any kind of net worth at all, and I assume you do since you are financing the thing, I would not put this in your personal name. I would use an LLC or LP. Also, the cost of the LP is part of the cost of doing business, just like taxes which will be "charged" to the partnership before distributions are made to general and limited partners.

Around here, southern MO, we get rid of all the smaller concrete housings as you mention having. Cold will go through concrete. We may make a well House, cinder blocks, or just make a metal (tin) well house. About 36 inches square and about 18 inches higher than the well casing. Fill that with straw, leaves and it works great. Never had the plastic filter to freeze. Yes our filter is just like you describe. Pipe comes out of the well head, goes thru the filter, goes into the ground and then to the house. Some people just put a 100W light bulb in the well house, without straw, if the house is a smaller one. Talk to some of your neighbors and see what they have been doing for several years. Locals are good contacts for this sort of thing.

Texas h as a long history of those types of suits. More so than other states it seems.
We have the largest brokerage in Utah and have yet to see one of these despite having 900 agents.
It is a liability that is for sure and there is no national law or code for this. Each state is different....
