  I am sure this varies by area and the contractor you use. Unknown factors include the terrain (e.g., hilly) type soil you are working with, and how much base soil has to be brought in. Here are some very broad figures for my area for one mile of road without bringing in a lot of dirt:
  Engineering $25,000
  Road base $50,000
  Asphalt $150,000
  Curb $30,000
  
  Also consider I have a great road contractor who gives me great prices because of the steady work. He does all our land contracting.
  
  Here you need your engineered drawings to present to the county/city commission for approval. They can look it at their next meeting, or table it. I allow a couple of months.

  Wow, I'm floored. That much for a mile????
  
  Well I'm talking about 300 feet. Flat dirt
  land. A small street with maybe 4 houses on each side.
  
  I have a great opportunity in front of me, you know......another one of those once in a lifetime deals. But all of the expenses makes it seem worthless.
  
  hmmmm, back to the drawing board.

  What part of Atlanta? I build and develop on the north side (roswell, alpharetta, etc.)
  
  If you are only doing 4 units it may not make sense to put in a street. Can you do easement lots?
  
  If you can do machine pour curb count on 5.80 per linear foot. If hand poured then it would be around $8-$9 per linear foot. As for the pavement...what engineering spec are you using?? 6" base, 2" binder, 1 1/2" topping??? Give some more data for a more accurate price. Paving depends on what materials you are using. Wildcat Paving is a small company that you could get a bid from in the Atlanta area. They have done 2 small town home jobs for me and I have been relatively pleased with the results.

  In the lower New York State area, we have seen most bids come in at $200/linear foot. This is not cheap, but really no way around the cost.

  easement lots??? what are they? Whatever is less expensive and less time consuming.
  
  newbie here....
  may need to pay someone for consultation and hold my hand thru this
  mess.
  
  Engineering spec for the curb? Want to do a standard street curb.
  
  Remember, these are 4 houses on each side of a small street, not townhomes.
  
  Maybe an entrace road will work?????
