CA Broker can do anything anybody else could do, and I sure no of no reason one couldn't advertise for JV partners.
The ad would have to be truthful, not deceptive in any way, etc., but that's only good business anyway, so shouldn't be any kind of problem...and law normally is that when a licensee does advertise, he needs to include fact that he/she is licensee...something like: "Principal is CA RE Broker"
