Abandoned Property

I live in Texas and have serveral properties I have found with unpaid back taxes. One with owner deceased 13 years with unpaid taxes during this period. When I asked the tax attorney for our county about a tax sale on it, he said there was too much red tape of heirs involed. This is un-improved, un-attended land. I've read about quiet title and adverse possession, but it's still a puzzle for me.
