You can actually move most appliances to a another location for testing. You will need to guarantee w/Escrow, the other equipment.
But the buyers should walk away is they cant be sure the utility company will give them service at this address. Some utilities do link the bill to the property.
These guys didnt pay the bank, utilities, etc, i guess they got whats coming to them, dont feel sorry or apoligize for them.
the problem is that the electric & gas company PSE&G is owed thousands of dollars, thats why they shut it off. Is there any chance they would turn it on for one day for the inspection or highly unlikely?
On a side note, would PSE&G have to be paid off at the closing for back payments or does that just stay with the homeowner?[ Edited by JohnSilva on Date 09/14/2008 ]
forgot this part. around here if we have had gas turned off we must pull a pressure test on the lines, using 20 lbs of air pressure for 20 minutes before the gas company will turn the gas back on.

is the owner/agent willing to turn the utilities on for "your" inspection?

Get a copy of the Deed from escrow or whoever and send it to the utility company showing a change in ownership.
Of all the possible pit falls on these that should be the least of your issues.
