If Your Tax Lien Certificate Results In You Getting The Property?

If you purchase a Tax Lien Certificate, and the time goes by and the property owner does not make his/her payments, and as a result you get the property.
Then... do you get a quiet title??
And how do you get the people out of the house??

I was under the impression that at the end of the waiting period of a purchased Tax Lien the property becomes yours. But you say that you have to bid for it?
What is the purpose of locking your money on a tax lien if at the end you will loose the property to a higher bidding? :-?
