Tell us more about the property. Is this something you are going to live in ? Rehab and sell?

First step would be to get it under contract. If it is listed, then you should go through the agent. That's what the owner hired him for. If you want owner financing, put that in your offer. However, unless he is desperate/motivated, I would be surprised if he went for 100% financing.
If you are wanting to rehab, you may try a 203 loan, or hard money loan for short term.
    What is your credit score?
What is the house worth? Is 189K a good deal?

What does that mean? Are they doing an auction type of sale?

I am sorry. They are selling this property for 189K .this is for sure..I didn't write that correctly. In that neighborhood property are going for 350k to 400k.What I meant to say was maybe since it was 189k perhap I could get the property for lower than the 189k.
    Thanks

Why is the owner asking only "189K' for a property in a neighborhood of "350k to 400k" buildings? Could it be that there is something (very) wrong with it?
