Huge Decision Coming!

Last summer I bought 13 acres outside Napavine WA city limits and found last week that I am going to be annexed in real soon. ( I was estimating 5 years out when I bought it). City amenities are 1/4 mile away. I will be zoned residential 6000 square foot lots.

I do not have the funds for development on my own. Should I short plat the land and then sell? Can someone tell me what my first move should be after annexation. Short platted lots are going for 40000 and fully subdivided lots ready to build lots are going from 60000 to 70000.

    If you do not have the funds to develop, you could consider joint venturing with someone to obtain the funds needed for development, and split the winnings.
