Go to your county's real estate tax assessor's office. They should be able to give you the owner's name and mailing address, assuming that you know the address of the property in question. You will have to look up their phone number yourself.
If you cannot get the information at the county tax assessors office. Knock on neighbors doors and ask if they know who the owner is and how to get in contact. Also while at the courthouse check the probate office,the house could be part of an estate.
