Homestead Exemption

What states allow this and does this just kill the foreclosure market for investors?

    This is not a deal at all. This deal has high risk and little return.

    If the repairs go as estimated you will break even and if they run over you lose money.

    If you are willing to pay appraisal value (wich you are doing after repairs on this deal) why not buy something that does not need repairs and save yourself the headache and risk of the repairs.
